Well this ability lose is not new. There was a specific trigger in UA3 to fix it for every passive skill. However this fix seems to not work anymore since LotV, or probably since a specific patch after LotV.
Someone on sc2mapster has given me a way to fix them directly in the datas of the abilities which is way more clean / faster than a trigger for each spell and a lot less greedy on computer power and map size, but need time to do it. I have to check the ability, fix it, then fix each level of it : fix each sub-ability of them.

I have this order for my real job that I have to finish for friday, in addition to an other big task to finish quickly. :triste1:

in patch notes writed that SD was fixed.. but its still:
who kia for alive players
green hp bar for leavers
injures for leavers
add row-column update in revive&leave triggers?..
dead account to prevent non-game discussions with znimu

magnetic works for medic to (at last stun vs simple zombie when item in inventory)
*unny to see how jumper(now its saddy hydra..) just freeze in air..
coil supressor seems same, but vs ally
dead account to prevent non-game discussions with znimu

Magnetic Stabilizer fixed, only shotgun classes will have the stun.
Quite a strange bug, no bug with the Coil Suppressor which is done exactly the same way :-/

I think what he's trying to say is the Recoil Suppressor slows allies, Which I have seen too.

If you are close to a zombie and a AR/Borg with a Recoil Suppressor shots the zombie, Then you get slowed by 5%
